Where would I get a core drill to drill a 450mm hole?

can you just make the hole square? If so get a concrete blade for a skill saw and saw a square. Or rent a jackhammer, and hammer a hole in the concrete. you can always buy a bag of quickcrete to fix the floor how you want it to look later.
